Abstract | This guide is intended to provide guidance to college and university business office personnel who handle recordkeeping, accounting, and other fiscal reporting functions for federal Title IV financial aid programs, as authorized by the Higher Education Act of 1965, as amended. This edition emphasizes the benefits and challenges of electronic management of Title IV programs. Chapter 1 provides an overview of federally funded student financial aid programs, explains the fiscal calendar, and defines terms such as "academic year" and "award year." Chapter 2 presents institutional Title IV operational and program requirements. Chapter 3 discusses fiscal procedures unique to obtaining authorization for Title IV campus-based funding and managing these programs; Chapter 4 provides a comprehensive discussion on projecting cash needs, drawing down funds, disbursing funds to students, and returning funds. Chapter 5 describes the fund-accounting approach used to manage Title IV program funds. Chapter 6 addresses reporting requirements for Title IV programs and the Fiscal Operations Report and Application To Participate forms. Four appendices provide (1) a glossary of terms, (2) a list of commonly used acronyms, (3) a list of other publications that supplement and support the information in this guide, and (4) a directory of contacts for technical assistance.
