Abstract | The author's project aims to support actors from the private sector as well as from the regional and local level public sector, to develop opportunities for unskilled, low-skilled and long-term unemployed people. The project undertakes a comparative assessment of institutional, attitudinal and strategic actions of different players and stakeholders in four regions with regard to the training or retraining of the target groups. The comparative framework for the project is discussed from two aspects; the methodology action-oriented and evaluative-oriented perspective and also the achievement of impact on national policy, local institutions and the company/market. Impact is seen as a means to implement processes of self-reflection for the respective actors and institutions not only in the field of vocational education and training, social policy but also in the private sector area.
