AbstractThe total cost to Texas institutions of higher education of implementing and administering federally mandated social regulations are compared to the basic operating and financial characteristics of these institutions. A database of the basic characteristics of Texas, which includes student and faculty data as well as operating and financial data, was constructed, and comparisons for different types of institutions were made with cost data previously generated. Among the findings are the following: private institutions reported a cost of $13.9 million; the average cost of the regulations per student is $49.21; for public universities the average regulatory cost per student is $30.50, and for private institutions the average cost is $180.29 per student. The costs rise when averaged on a basis of full-time-equivalency. When regulatory costs per faculty member were examined as a percentage of total tuition and fees derived by the institution, they were found to be 9.73 percent for all institution types or $971.05. Additional data include: the cost of regulation per semester credit hour, the cost as a percent of faculty compensation, the total dollar cost of social benefits to faculty by institution type, and the cost of regulations as a percent of instructional and research expenditures by institution type.
