AbstractA followup survey was conducted in 1977 to determine faculty participation in institutional decision-making. The first survey was conducted in 1970 of about 1,000 colleges and universities. The resurvey design, administration, and scoring are described. In addition to the requested responses to 31 questions comprising the survey, requests were addressed to the institutions for information related to the decision to hold an election. Graphs are presented comparing control group institutions, collective bargaining groups, and no agent groups for 1970 and 1977 on the following practices: appointments; reappointments, non-renewals; promotions; tenure; faculty salary scales; individual salaries; curriculum; degree requirements; types of degrees; new educational programs; admissions; teaching assignments; department committee membership; academic discipline (students); selection of academic deans; selection of department chairperson; teaching load determination; and short term budget planning. It is concluded that all of the institutional groups under study have been successfully motivated to improve their governance roles, and that collective bargaining has failed to establish itself as a particularly effective medium for doing so. Intra-institutional changes over the period 1970-77 have followed a progressive course toward fuller faculty participation and responsibility in decision-making on matters that are essential components of academic life. A sample questionnaire and instructions and statistical data of results are appended. (SW)
