Abstract | OECD countries are increasingly referred to as "network societies". This brings to the fore questions about educational networks: to what extent can they replace cumbersome bureaucracies as forms of management and as sources of innovation and professionalism? Some ... predict the demise of large slow-changing public services. But if so, what will take their place, and how do we ensure that it will be for the better? As schools become more autonomous and the world more complex, what forms of organisation and governance will ensure that education does not just fragment into chaos? These are among the questions that inspired seminars held in Hungary, the Netherlands and Portugal, organised with the OECD's Centre for Educational Research and Innovation (CERI). They were concerned with the "what?" and "why?" of changing schools for the future. The resulting analysis is presented in this last published report .... The report complements earlier volumes on innovation, schooling scenarios, ICT in schools, and the learning digital divide. It analyses examples of innovative educational networks and policy programmes, and brings together related research from different countries and disciplines. It also presents the main directions for future policy and practice that emerged from the seminars. (DIPF/Orig.). |
