| Abstract | The franchise model is a student-based funding mechanism. ... The idea behind the franchise model is : (lifelong) learning is basically financed by the student, and /or the employer, and / or other partnerships of stakeholders, not by the Government. The franchise is, as we shall see, an incentive to invest in learning that gradually fades as learning proceeds: it is not a subsidy. The author argues this financing method opens a chance of a "transition to an open higher educations system". He outtlines the franchise model and analyzes the demands to be met by this new financing mechanism and, finally, reflects about its implementation. (DIPF/Bi.) |
