Abstract | "In modern times the professionalization of the state authorities has to be developed in a single-minded wav by introducing proactive, interactive and work process oriented management, the organization of which can be achieved through the integration of the continuing (additional) professional education of civil servants and the organizations, which do basic training for the state authorities. That is why the existing institutional forms of training and retraining of the state service specialists have to be transformed gradually. They have to offer a model of creative seif-motivation for lifelong training. Who chooses not only what to study, but also how to study? To answer this question, not only new "trainingtechnologies" will be necessary, but also the socio-cultural integrity of didactic modeln, oriented towards knowledge provision, which are needed for the professional activity of civil servants and the state authorities."
