Abstract | International studies on comparative systems of education are succumb to certain risks as they on the one hand overemphasize the commonalities and differences in the structure of the school systems while on the other hand neglecting the cultural heritage and background of the countries in questions and its impact on the organisation. A systematic evaluation of such aspects is expected by policitians. Yet they rarely ask which purpose such a comparative analysis should serve: Should it point out current development trends? Should there not be an inherent desire to learn from others' pedagogical experiences in education? It is in fact very one-sided in its approach without being effective in its analysis? These and other factors would then contribute to an in-depth analysis of one's own country along the same lines. In this article, our focus will be the school system in Japan. For which by virtue of example these issues will be addressed. Typical for Japan is the existence of a dual system, in which two types of schools are frequented at the same time, but for different purposes. They are the official school and the so-called cram school necessary to meet the high scholastic achievement expectations placed on the students.
