Abstract | The reports, studies and materials published in this series aim to further the development of theory and practice in the work of the Volkshochschulen (VHS) as it relates to international aspects of adult education - and vice versa. The series will serve to increase knowledge, deepen insights and improve cooperation in adult education at an international level. Focal point in this volume are the needs and aspirations of Eastern European societies in transition with regard to demands and expectations on adult education. At most universities in Central, Eastern and South Eastern Europe, that is in most countries in the previous Eastern Block, adult education courses were offered prior to the political changes which took place in the 1980s. Courses were subject to each country's own specific regulations governing higher education policy. Since then, changes have been made, so that provision has expanded and become more diverse, but has so far not been documented. In most Central, Eastern and South Eastern European countries a market for continuing education has developed and has been trying to meet growing demand - particularly in cities - for general and especially vocational adult education.
