AbstractGlobalisation permeates higher education. As societies become globalised higher education is also exposed to global standards. Great attention has recently been given to the quality of education and research, as well as competitiveness in the market. Globalisation has been accelerated in knowledge-based societies with highly advanced information and communication technologies. Internationalisation has been seen as a process which is responsive to globalisation. Two paradigms have been pointed out in internationalisation: competition and cooperation. Interestingly, both international cooperation and international competition occur in the context of globalisation; they are two competing but coexisting dynamics.... In Japan, international cooperation and exchange has long been promoted in the belief that it plays a great role in the advancement of education and research. Every effort has been made to further collaboration and understanding. At the same time, sensitised to global competition, Japan has been exploring how to attain the best academic quality and standing.... At the beginning of the new millenium, however, Japanese higher education faces multiple challenges .... Since higher education has allowed universal access, new issues have been brought to the fore in Japan, as elsewhere. Technical innovations and globalisation are further intensifying competition. In response to Prime Minister Koizumi' s impassioned call for 'Structural reform without sanctuaries', many reform movements are under way. Education is not an exception. A quasi-market principle is being introduced to higher education and radical reform plans have been proposed by the Government, industry and universities, which take the view that Japanese education is now at a critical turning point.... Now ... changes are taking place in Japan' s higher education scene. Universities are no longer under what has been termed as 'convoy'. So what is happening now and why? Are these phenomena peculiar to Japan or have they been observed elsewhere in the world? If there is indeed something considered Japan- specific, what is it and why? In an attempt to answer such questions, this chapter introduces recent reform movements and related debates in Japan and, from a comparative viewpoint, discusses how globalisation, directly or indirectly, influences higher education.
