Abstract"From April 2002, new teaching guidelines were introduced into Japanese schools, which are at the forefront of what many call Japan's 'third great educational reform'.... At the core of the reforms is an emphasis on developing children's interest in learning for its own sake and moving away from an education system which ... has been better thought of as an 'enormously elaborated, very expensive testing system with some educational spin-offs, rather than the other way round'. In a parallel process, widely known as the 'third fundamental reform of the Japanese university system', all ninety-nine of Japan's national universities will become self-governing entities in fiscal 2004, with greater autonomy in a a range of hiring and budgetary functions as well as in teaching and research.... The contributions of this publication were first delivered ... as a joint seminar series organised by the Nissan Institute of Japanese Studies and the Department of Educational Studies at the University of Oxford.... They show, that there is a lack of consensus both about to what extent reform of the education system is actually taking place in Japan and about what is driving it.... Some of the differences in the viewpoints of the chapters ... might be attributed to the fact that authors are examining different levels of the system [primary, secondary and tertiary level], or different subjects within the system [why a reform, history of educational reform, nationalism, globalisation, subject teaching], or indeed, approach the whole topic of education reform from different disciplinary backgrounds."
