| Abstract | An entirely new system of financing education, providing tuition vouchers directly from the public treasury to parents has become a major policy issue and has suddenly become focus of the economics of education. [The paper first presents] the original voucher plan set out by Milton Friedman more than four decades ago. This will be followed by some of the more general dimensions of voucher plans. The following section will discuss the rationale and claims for educational vouchers by proponents and the criticisms of opponents.
