Abstract | Russia's education was essentially reformed during the reign of Peter I. First secular schools came into being such as schools of mathematics and navigation, schools of surgery, schools of engineering, schools for learning foreign languages and others. The school reform in 1804 led to unified education in Russia with a number of alterations and changes in the content of education. N. Pirogov, K. Ushinski, L. Tolstoy advanced novel ideas of education. In Estonia big changes took place in schools for Estonians in the first decades of the 19th century. School reforms and their role in education in tsarist Russia and in particular in the period of setting up Soviet schools deserve a detailed analysis.... The paper provides a detailed discussion of the school reforms in 1918-1930, paying special attention to the reforms of 1930. The achievements of the national schools in the Estonian Republic in 1918-1940 are also dealt with. At present the Soviet system of education is faced with new requirements calling for fundamental restructuring of the Soviet school by making it more democratic, humane and differentiated.
