AbstractTeacher quality has become a hot topic. Everyone wants to measure it, reward it, or improve it. One reason for this interest is the evidence that teachers differ dramatically in their ability to raise student test scores. Another reason for the current interest in teacher quality is that recent No Child Left Behind requirements focus on highly qualified teachers. However, "teacher quality" has become such a ubiquitous term that it lacks a clear meaning. There are numerous dimensions to teacher quality, each of which may be important for different reasons to different people. Unless people can become more precise in the use of the term, however, the ability to measure it, improve it, or reward it will not be improved. In an effort to sort out the confusion regarding the meaning of teacher quality, the author proposes three broad groupings of teacher qualities: (1) those teachers bring with them to their jobs, which the author calls "personal resources"; (2) those related to teachers' day-to-day work, which she calls "performance"; and (3) those that refer to teachers' impact on students, which she calls "effectiveness." She asserts that people are unlikely to succeed in sorting out teacher quality until they get smarter about distinguishing among the various types of qualities and about enhancing what can be learned from each other.
