Abstract | Proponents of charter schools hope to break the logjam that has stymied school reform. Some school districts issue charters to groups of interested teachers, parents, or community members and hold them accountable for administering a school and achieving specific student goals. However, charter schools may fail to deliver high-quality programs or serve low achievers adequately. Sidebars summarize key state charter law provisions and success stories. (MLH) |
