AbstractHigher education institutions in the United States and the United Kingdom increasingly require prospective students to disclose past criminal history on admissions applications. However, a social movement aimed at improving opportunities for people with criminal records may force higher education to reconsider this practice. This paper offers a descriptive comparative analysis of admissions policies for people with criminal records in the US and UK by exploring policy contexts, written policies and admissions data. For the first time, admissions data were collected from a sample of UK universities, finding that while thousands of applicants with criminal records apply to universities, only a small percentage are rejected solely on the basis of their convictions. In addition, variation in the tone and scope of policies appears to reflect the variation in national criminal records laws between the US and UK. These, and other findings, have implications for the continued use of these policies. (As Provided).
