Abstract | A typical analysis of the privatization of education in Latin America focuses on private sector development at the expense of public education. In this paper, I propose a different view that will highlight the blurring of boundaries between public and private education in Brazil. This confusion perpetuates the historical duality of the education system, with the privileged members of the population receiving a high quality education while everyone else receives educational services of inferior quality.
