AbstractThis report assesses the pace and quality of the District of Columbia's $1.3 billion multiyear effort to renovate and modernize its public schools. Findings reveal that the District of Columbia school system had mismanaged an area-wide utility contract for gas and energy management services between the General Services Administration and the Washington Gas Light Company in making tens of millions of dollars in school renovations. Also, the school system failed to adhere to numerous controls and procedures designed to ensure that the District obtain the best prices and services and maintain proper relationships between contractors and the government. The investigation shows that, by circumventing important management and oversight controls, the school system put the renovation work at considerable risk of improper billing, poor quality work, and high prices. The report reveals that the school system was overcharged by about $1.9 million because of duplicate billings and billings for work not completed. Appendices contain the scope and methodology of the research; comments from the District of Columbia Public Schools, Washington Gas Light Company, and the General Services Administration (GSA); and comments about the extent to which the school system's orders did not fall within the scope of the GSA contract.
