| Abstract | This paper touches on some of the major issues relating to information and communication technology (ICT) and literacy which until now have been treated as separate subjects. The paper argues for a convergence of the two and recommends that government agencies coordinate their visions instead of sending contradictory messages to teachers and students. Its focus is the first three key stages of the literacy strategy, touching ages 5-14, but the concerns it raises are familiar to anyone working in adult basic skills as well and are relevant beyond the United Kingdom.
