AbstractSmart Start is North Carolina's partnership between state government and local leaders, service providers, and families to better serve children under 6 years of age and their families. Interviews were conducted to ascertain the impressions, attitudes, and advice of 55 key participants in the 12 pioneer Smart Start counties. The interviews were conducted by the senior faculty and staff of the University of North Carolina evaluation team to assess the state of the partnerships from the point of view of individuals who had participated actively in team building and decision-making in the first year. The prominent issues emerging from these interviews include: (1) the collaboration process; (2) impressions of two of the formal mechanisms for promoting collaboration, the County Collaboration meetings, and the coaches who were assigned to assist counties; (3) observations about the challenge of involving parents in steering Smart Start; (4) suggestions for strategies to better implement Smart Start; (5) recommendations for negotiating the relationship between local partnerships and the state; and (6) the vision and motivation that inspire the work of these key Smart Start participants.
