| Abstract | As many as 15 million people living in rural areas report one or more long-term impairments that significantly affect their quality of life. In general, disabled people living in rural areas receive fewer services than do people in urban areas. For example, counties in Montana with the largest population centers received significantly more rehabilitation services than small population centers per adult reporting a work disability during 1988. This report examines rural service issues and describes an alternative model for providing rural rehabilitation services. Barriers to rehabilitation in rural areas include fewer professional resources, low incidence rates for specific disabilities, the multiplicity of rural provider's roles, economic factors, cultural diversity, and rural attitudes that may impede effective service delivery. In addition, the application of urban-based medical and multidisciplinary models to rehabilitation in rural areas has resulted in services that are both inefficient and dehumanizing. A major strength of rural communities is a strong sense of community and cooperation that encourages people to be more willing to become involved in the problems of others. A proposed framework for rural service delivery organizes key service elements of providers, recipients, and strategies, and allows for the combination of different service-delivery models to fit a particular rural area's needs and resources. The organization of services in existing models is analyzed, identifying additional methods for enhancing services and developing new models for rural service delivery. Achieving equity must be a central component in rural service planning that is sensitive to geographic considerations, rural/urban differences, and cultural differences. Contains 66 references.
