AbstractThis document reports Stage 1 of a study of quality assurance in nonadvanced further education in England and Wales. Stage 1 involved: (1) an assessment of the influence of external agencies and national examining bodies via a review of published documents and interviews with key personnel; (2) an exploration of the expectations and perceptions of employers through interviews; and (3) an exploration of the state of the art through a broad-brush audit of existing approaches to quality assurance in six colleges. The expected outcomes from Stage 1 were a greater appreciation of the components, dimensions, and measurement of quality and a better understanding of the processes involved and the resources required to design, develop, and implement improved systems of quality assurance. The report is organized in seven sections. Section 1 introduces the study; the meaning of the term "quality" is examined in Section 2 and a framework for assessing quality is established. The roles of various government agencies are outlined in Section 3, and the influence of three national examining and validating bodies is explored in Section 4. In section 5, the results of the audit of the six participating colleges are summarized, and the findings from a survey of 58 employers drawn from the areas of the six colleges are outlined in Section 6. Finally, in Section 7, conclusions are drawn from the work done in Stage 1 and a way forward to Stage 2 is suggested. Two appendices are included. (KC)
