AbstractIn the early 1970s, the Speech Communication Association, with the support of a grant from the Axe-Houghton Foundation, sponsored the National Project on Speech Communication Competencies. The final report of that project was published in 1976 by the National Textbook Company under the title "Developing Communication Competence in Children." The functional approach advocated in the report was characterized by two themes: (1) instruction for competence in speech communication is organized around the communication acts of controlling, expressing feeling, informing, ritualizing, and imagining; and (2) instructional situations should be designed to help students develop a wide repertoire of communication strategies and skills, select skills that seem appropriate to the situations, implement the skills through practice, and evaluate the effectiveness and appropriateness of the skills used. In the years following the publication of the report, the functional approach advocated in the project has encouraged curriculum development, influenced the preparation of instructional materials, contributed to the dialogue about the nature of communication competence, helped educators face assessment issues, and provided a framework for professional statements encouraged by the Speech Communication Association.
