AbstractThis manual provides guidelines for setting up employment skills training activities for the chronically unemployed, focusing on the establishment of a system to provide credentials for training. Following introductory material on the types and characteristics of credentials and the steps in establishing linkages with appropriate organizations and agencies, the manual provides detailed information on training opportunities, accreditation procedures, and potential linkages for each of six educational sectors: community colleges, secondary schools, area vocational centers, adult education, proprietary schools, and community-based organizations. Each section contains: (1) an outline showing kinds of training opportunities available, credentials offered, and key contact persons/positions; (2) an explanation of each type of credential, why credit should be given, how credit is earned, and potential problems facing the program operator and suggested solutions; (3) an overview of training accreditation in programs such as career training, work experience, regular classroom training, work readiness, basic skills, alternative education programs, skill upgrading, English-as-a-Second-Language programs, and specific career training; and (4) recommendations for accrediting alternatives. Charts and graphs are included to explain the accreditation processes. (DAB)
