AbstractA majority of the 50 states are currently experiencing budget problems as a result of recent changes in the fiscal roles of federal, state, and local governments. Four major factors are responsible for the recent deterioration of state budgets: (1) reductions in federal aid to states and localities, (2) changes in the federal corporate and individual tax structure, (3) a severe national recession, and (4) efforts by individual states to curtail the growth of state revenues in response to the tax revolt movement. While some states have fared better than others because of their ability to tax lucrative exports such as gas and oil, most states have been forced to adjust either spending or taxation plans to avoid deficits. Many states have increased their reliance on local taxes and/or user charges, particularly in the financing of elementary and secondary education services. The anemic condition of state revenue systems, along with the onset of declining enrollment, also suggests that there will be fewer real dollars available to postsecondary education during the 1980s and some of the progress made in equalizing access to postsecondary education will be forfeited. This publication includes tables that provide statistical bases for the author's assertions. (Author/LL)
