Abstract	This report presents the results and recommendations of a study undertaken to aid the Republic of Kenya's National Council for Science and Technology (NCST) in the development of a National Documentation and Information Centre to coordinate existing research and development (R&D) information services. The background of the NCST and its relationship to the R&D community in Kenya is reviewed, the NCST's views of the objectives and role of an R&D information center are presented, two earlier UNESCO reports on the establishment of information centers in Kenya are summarized, the functions of the Regional Committee for the Development of Information Services in Eastern Africa are outlined, and existing documentation services and libraries in Kenya are described. Computer facilities available in Kenya for information and documentation service purposes are listed and some of the general questions surrounding the development of national information services are addressed. A set of 25 recommendations are then presented, grouped in three broad categories: (1) organizational objectives and structure, (2) the center as a force in the development of other information services, and (3) staff, consultants, and funding.
