Abstract	The basic principles of the discrepancy evaluation model (DEM), developed by Malcolm Provus, are presented. The three concepts which are essential to DEM are defined: (1) the standard is a description of how something should be; (2) performance measures are used to find out the actual characteristics of the object being evaluated; and (3) the comparison of standard and actual performance yields discrepancy information, which may be used to make judgments about the object's worth, based upon the differences between standard and performance. An extensive example is presented which describes the processes used by a mechanic to judge the condition of a motorcycle. The role of the evaluator in evaluating social and educational programs is then discussed in terms of the client's responsibility for setting standards, the difficulty in specifying standards, the acceptability of objectives, and the goal of program improvement.
