AbstractIn a speech on the current criticism leveled against testing programs, the speaker states that attacks on testing are partially motivated by the public's reluctance to acknowledge unpleasant truths about society's weaknesses and problems. Some of these weaknesses are described as the inadequacy of public education; the incompetence of a portion of the labor force, due to academic weaknesses, which results in lowered national productivity; middle-class students' inflated expectations, which are not borne out by test results; and individuals' reluctance to be judged by others. The speaker asserts that the attacks on testing are now placing more emphasis on the issue of secrecy and less on racial bias. The speaker also discusses the Detroit Edison case, heard before the United States Supreme Court, involving test security, subject confidentiality, and job-related tests; in this case, the criterion validity method was used to validate the tests. The speaker supports the Court's decision to uphold the confidentiality of the test questions and the answers, and of the names and scores of the test takers, but believes the decision was reached for the wrong reasons and did not predict the precedent for future cases.
