| Abstract | The State Library of Florida funded a year-long project to examine the concept of cooperative/combined programs between school and public libraries to determine their potential for improving library services and reducing expenditures. Phase I involved development of an interview schedule and evaluation instruments, and visitation of the seven selected sites, to investigate the factors contributing to program success or failure. Interview questions were formulated to obtain information in 16 areas, including community characteristics, library cooperation, planning, financial data, collection development, library operation and programming, site characteristics, and staffing. Evaluation criteria developed by the research team determined two of the selected sites to be successful, four unsuccessful, and one (not yet completed) successful in planning efforts. Within the 16 interview areas, findings were reported in terms of success and failures for comparison purposes. The two major conclusions were (1) it is unlikely that a community able to support separate school and public libraries would provide better service through a combined program, and (2) the combined program does present a possible alternative for communities with limited or non-existent library services.
