Abstract | The purpose of the study was (1) to develop an accurate and comprehensive listing of the major goals and specific needs in large city vocational education programs using input from vocational education program practitioners and a literature review, (2) to determine the relative national priority for meeting these goals and needs as viewed by urban vocational educators, and (3) to explore the extent to which the priorities of large cities are related to their size, geographic location, and percent of minority population. The population was all cities with over 100,000 residents as identified in the 1970 census and the largest city in States which do not have a city with at least 100,000 residents. Two sequential mail out surveys and personal interviews in selected large cities were the primary data gathering techniques. The study was comprised of four stages: (1) Feasibility study, (2) exploration of the needs, (3) synthesis of the needs, and (4) rating the priority of the needs. This report of the study includes a complete discussion of the problem, review of literature, procedures, results (including the prioritized rating of program needs from high to low, and other rankings and comparisons), conclusions, and recommendations.
