Abstract | "1. This study addresses the following questions: - What is the experience with past migration of high skilled workers in the Netherlands compared to unskilled workers? And to what extent does it differ from experience with past migration experience of high skilled workers in other EU countries? - If we are to expect increasing immigration - whether temporary or not - from the new Member States, what are the human capital characteristics of these new labour migrants? -To what extent do the higher skilled in the Netherlands express different migration intentions from the lower skilled? And to what extent are the differences typical for the Netherlands? - What are the positive and negative effects that skilled and unskilled workers expect from migration? To what degree do these differences in perception vary across European countries? 2. An attempt is made throughout this report to place the Dutch findings into a European perspective. In order to do so, use will be made of the Eurobarometer Mobility Survey (EB 64.1) conducted in 2005, a survey of mobility intentions, attitudes, and behaviours of the 25 countries (both old and new Member States) that were then member of the EU (thus excluding Bulgaria and Romania), including a total of almost 25,000 respondents. 3. Structure of the report This report is structured as follows. The Dutch and European mobility policy context of the study is sketched in Chapter 2. In Chapter 3 we present a review of the available empirical evidence on migration choices and its (micro- and macro-) determinants, with a special focus on the literature on migration and skills. Next, Chapter 4 outlines the data to be analysed and introduces the main measurements to be used. Following, Chapter 5 reports on past migration experience by the higher skilled in the Netherlands and in the rest of Europe. Migration intentions of the Dutch higher skilled workers, compared to their European colleagues, are the main focus of Chapter 6. Finally, Chapter 7 draws conclusions and policy implications and puts the findings into perspective." Die Untersuchung enthält quantitative Daten.
