AbstractThere has been a long-standing debate about the cost-effectiveness of artisan training in low-income countries in Africa. During the 1990s, World Bank personnel were at the forefront of a wide-ranging critique of pre-employment vocational education and training (VET) in sub-Saharan Africa. The influential World bank sector policy paper on VET, which was published in 1991, argued forcefully that public sector VET in most developing countries is usually poorly planned, managed and resourced. This results in low quality but high-cost provision (i.e. low internal efficiency). However, the paucity of quality, up to date data on the internal and external efficiency of artisan and other pre-employment VET in specific countries has been a major obstacle in reaching robust conclusions about the overall cost-effectiveness of VET in Africa. In particular, very few good quality tracer survey have been undertaken that provide accurate information on employment and other outcomes among representative samples of VET graduates. This article presents the main findings of a tracer survey of graduates from two artisan training centres in Tanzania, which was undertaken in early 2002. (DIPF/Orig.).
