Abstract"Growth in Eastern Europe and the Former Soviet Union rebounded dramatically from the low point of the financial crisis of 1998. Several things account for this recovery: the devaluation of the ruble which provided a boost to Russia's competitiveness; stabilization policies undertaken by Commonwealth of Independent States countries; and a windfall from the sharp rise in the prices of oil and other energy exports. At the same time, the accession of eight Central European and Baltic states to the European Union has broadened markets, locked-in domestic reforms, and attracted investment to countries such as Bulgaria and Romania, which are next in line to join the EU. Increasing political stability improved the investment climate in the post-conflict Balkans and Caucasus. But poverty and vulnerability still remain a significant problem. More than 60 million people in the region are poor. Given the region's cold climate and higher spending on heat, clothing and food, poverty is defined as living on less than Dollar 2.15 a day (rather than the Dollar 1 a day poverty line drawn in warm-weather countries). The new study also estimates that 150 million people are vulnerable, making do with Dollar 2.15 to Dollar 4.30 a day. Most of the poor are working poor (as was the case five years ago). Many others face deprivations in terms of access and quality of public services. Inequalities both between and within countries are large. While the heterogeneity of countries in the region suggests a differentiated approach to solving their problems, countries face common challenges. To reduce poverty and vulnerability, and achieve the Millennium Development Goals, countries will have to create well-paying jobs, improve the quality of education, health care, and public infrastructure, and strengthen social safety nets."
