Abstract	As reports from several multinational organizations have shown, higher education in both industrialized and developing countries is facing heightened expectations for increased access, improved performance and greater relevance to workplace needs. For systems of higher education, traditional approaches are being questioned, and pressures are mounting for new, more cost-efficient and responsive practices. The author notes three different spheres of higher education, i.e. academia, policy, and practice, which have established their own research settings and activities. As a rule, they hardly interact, but tend to converge when there are major policy reforms. (HoF/text adopted).
