Abstract | "For a century local education authorities (LEA) have been an integral element in the formal education system in the United Kingdom. They were created by the 1902 Education Act and are currently in what seems close to terminal decline, many of their powers having been either taken away or emasculated during the most recent twenty years." The 16 contributions to this special thematic issue describe the various historical stages and reforms of this institution through education acts; the work of the LEAs in the primary, secondary and comprehensive sector and in the countries of the UK; and some special problems as the provision for pupils with emotional and behavioural difficulties or the changing status of the LEAs between pride and uncertainty.
