Abstract | Today the European Union is an official reality, organized since the signing of the Maastricht Treaty in line with the principles of economical, social and political integration. However, for quite some time the great challenge of its practicality as a human project will continue being that of how to reconcile the overall idea of Europe with the extraordinary cultural diversity of its nations and regions. Therefore, before us, we have an educative challenge of the first magnitude which has to bear a fine compromise of the educational policies of the member countries with that of the philosophy which dominates the construction of the Union shaped not only by treaties but also by important agreements between European Parliament, Commission and Council about basic concepts such as the progressive curricular integration in schools with a pro-European tendency the mutual recogniton of academic and professional qualifications or the learning of some of the languages from the great variety of languages by which we are characterized. In realistic terms, taking into account the difficulties which will continue to persist when establishing concurrent educational courses. At this moment from Spain the main issue concerns the taking into account of two fundamental coordinates. First, the support which the State should offer in joint decisions which the Union concerns itself with from its neuralgic governmental organs; and second, the redefinition of the role which the State should also undertake in the framework of the autonomous shape of the territories which make it up. All this supposes on the one hand the cession of the responsabilities at a supranational level when this is called for and the acceptance, on the other hand, of a greater degree of participation of the maximum organs of territorial government (in agreement with the anticipated mesures in the Constitution and in some of the Statutes of the Autonomous Regions) in those policies which the State as such should promote within and beyond its borders. |
