| Abstract | This paper examines the philosophical tradition of ' ethical liberalism' from its emergence as a coherent response to classical liberal individualism in the 19th century, through to contemporary formulations of the thesis. lt seeks to assess its relevance for understanding neo-Iiberal policy restructuring in education today. The first section of the paper provides an historical background to the rise of an 'ethical' qualification to liberalism, as partially articulated in the 19th century in the works of John Stuart Mill, and developed by writers such as T. H. Green, and L. T. Hobhouse. Contemporary expressions of the 'ethical liberal' position are presented through a focus on the central ideas of Joseph Raz, whose work is of seminal importance for educationalists' understanding of the role of the state, and Ruth Jonathan, who is important for her specific and detailed analysis of the Thatcher reforms in relation to education. While Jonathan's work represents an important and worthwhile critique of New Right policies in education, a critical examination of the 'ethical liberal' approach exposes some serious shortcomings in the position.
