Abstract | This article compares two approaches to education management change in Poland and Albania, using work shadowing as the main tool ... The Polish project was run by the European Institute of Education and Social policy from mid-1995 to the end of 1996 and was funded by the EU Phare programme as part of a larger education management reform programme undertaken by the Polish Ministry of Education. ... The Albanian project, which started in 1996, is funded by UNESCO and aims to develop the education management capacity of professional staff in the Ministry of Education. ... The first section examines the concept of work shadowing as a tool in the approach to management reform and the way it was adapted to the two countries. The national context of each project will be described in section two in order to extract common and differentiated issues. Section three looks at the logistics of the projects and section four evaluates criteria for success, i.e. in which circumstances does it work best and for whom? The final section deals with outcomes, immediate and longer term, and the validity of work shadowing as a mechanism for initiating management change. (DIPF/ text taken from the original) |
