| Abstract | Why has the task of modernising education become a central policy of the Chilean government at this time (1994)? There are two main and related reasons for this that are linked to the goals of the first two post-dictatorship governments: a) the economic goal of maintaining and increasing the levels of economic growth being experienced by the country before the change of regime, together with its drive to participate in world markets; and b) the social goal of redressing the military government's lack of attention to the poor. Education is viewed as an important focus, because it is believed that the more and better educated the population, the greater the chances of increasing productivity, of generating employment and of competing in the field of exports. In turn, it is assumed that economic growth will provide the country with resources to fund programmes and create opportunities for the poorer sectors of the population.... This paper deals with the manner in which these two aspects of national policy ... have been articulated in educational policies and change proposals affecting education in general and secondary education in particular.
