Abstract	The article ... reviews the educational opportunities available to the children of the poor in the region. After discussing the high levels of poverty and inequality in Latin America, the article compares the educational profiles of the poor and the non-poor that define essentially two populations within each country, with 25% of those living in urban areas having twice as many years of schooling as the poorest 25%. In this article I propose a five-step ladder of educational opportunity, progressing from the opportunity to enrol in first grade to the opportunity that the skills learned in school afford graduates the same life chances. Most of the emphasis of education policy in the region concentrates on the first level of opportunity. The information analysed in the article shows that social inequality of origin significantly influences the probability of grade repetition and of primary school completion, as well as transition rates to secondary school and participation at the high school and university levels. I develop a framework to explain how poverty influences educational chances, which integrates four sets of related factors: poverty itself, disproportionate pre-school education for the poor, inequality of educational inputs received by poor children and lack of compensatory policies.
