Abstract | In Tanzania "democratic schools as government policy" is part of the education policy of the "African Socialism". The author describes the implementation of this principle in school reality. Organising schools more democratically is also linked to school effectiveness: "It only really makes sense to think of effectiveness in terms of what a school is actually trying to achieve and if a key aim of education in a democratic state should be the education of democratic citizens then this ought to be reflected in school organisation and ethos". The article reports on a field study about the work of School Councils.
