(DIPF/Orig.).

What can be done if adult education that is directed by institutions and funded by the government as well as a separate market for educational opportunities for adults are out of the question? This article outlines initiatives and forms of education and professional development for adults living in the sub-Saharan countries, who have benefited particularly from the spread of mobile telephones and smartphones. The author primarily looks at West African Benin and challenges local governments to continue to expand digital infrastructure in rural regions and provide more lower-cost educational opportunities for adults. The basis for this article is provided by a series of interviews conducted between 2015 and 2017 in the Beninese cities Cotonou and Djougou with representatives of the Ministry of Digital Economy and Communications and people of different social classes and age groups. (DIPF/Orig.).
