Abstract	The PRC has many state-sponsored "talent" recruitment programs that are critical to China's S&T development and military modernization. The scale of global operations is unknown but likely massive, given the number identified so far and their supporting policy ecosystem. These programs, or plans, are woven into government and party organs, state-owned enterprises, defense research and academic institutions, domestic and overseas "NGOs," and diaspora organizations. In the US, scrutiny has focused on the "Thousand Talents Plan" and recipients' illegal activities, yet the plans do more than hire experts, offering also research funding, venture capital investment, globalized candidate selection networks, and information service platforms. This chapter apprises some lesser-known aspects of the talent programs and plans how they challenge national and economic security in democracies, without actually being illegal. We focus on impacts in the US yet operations are global. Most advanced nations are similarly affected, warranting further scrutiny. (HRK / Abstract übernommen).
