Abstract	Davies examines how, in 2007, the European University Association (EUA) set out to resolve the tensions between the outcome-based principles of the Bologna Process and the input-based logic of EU legislation on the recognition of professional qualifications. He shows how the European Commission initially resisted. He demonstrates how, against a background of global financial crisis, EU enlargements, and the development of competence-based curricula by professional and academic bodies, the EUA influenced the amendment of EU legislation in line with the Bologna Process. Davies concludes that the convergence was limited rather than extensive, making a modest contribution to the coherence of the European Higher Education Area. He points out that further convergence raises in-principle questions about the potential dominance of higher education by the employability imperative. (HRK / Abstract übernommen).
