Abstract | Nach einem kurzen Abriss der Entstehung des Begriffs Inklusion und der Verbreitung desselben über supranationale Organisationen (hauptsächlich UN, UNESCO, OECD) werden in fünf Skizzen die programmatischen Grundlagen und bildungspolitischen Wege der Umsetzung inklusiver Schulsysteme in exemplarisch ausgewählten Ländern vorgestellt: Italien, Frankreich, Schweden, England, Kanada. Der internationale Vergleich lehrt, dass eine sektorielle Auffassung und Praxis der Inklusion entlang der vereinfachenden Differenzlinie Behinderung/deren Gegenteil wenig zielführend ist. Vielmehr kann Inklusion effektiver sein, wenn die organisatorische Struktur eines Bildungssystems alle Aspekte von Differenz und Diversität reflektiert und bestrebt ist, allen die bestmögliche, auf spezifische Bedürfnisse ausgerichtete Förderung anzubieten und dabei zugleich der sozialen Ungleichheit entgegenzuwirken. Gesetzliche Instrumente im Sinne einer Philosophie und Politik der Bekämpfung jeglicher Diskriminierung, gemeinschaftliche Strukturen des Bildungssystems (im Gegensatz zu früher Selektion und getrennter Sonderpädagogik), eine sehr gute (Aus-) Bildung mit inklusiven Inhalten für alle angehenden Lehrpersonen, sind dabei die entscheidenden Faktoren. After a brief outline of the conceptual origin of inclusion and its dissemination through supranational organizations (primarily, the UN, UNESCO, and the OECD), five sketches depicting the planning principles and educational policies accompanying the implementation of inclusive education in Italy, France, Sweden, England, and Canada will be presented. This international comparison reveals that a sectoral approach toward inclusion along simplified differentiation lines of ability vs. disability is not sufficient in terms of effectiveness. Instead, effectiveness can be enhanced if the organizational structure of an educational system takes into account all aspects of difference and diversity and strives to provide everyone with the best possible education, offering support adapted to specific needs while also aiming to reduce social inequality. To enable this, legislative measures espousing an anti-discriminatory philosophical and political stance, comprehensive educational system structures (as opposed to early selection and separate special needs education), and excellent teacher education programs addressing issues of inclusion are crucial factors to be considered.
