Abstract | The article describes responsible staff of the World Bank and their concepts within the running "internal reform", mainly regarding the newly developed guidelines of funding policy in development aid. The World Bank has entered a reform strategy called "Education Strategy 2020", whereby Education is recognized and accepted as means of combating poverty and direct promotion of national budgets will be gradually reduced. "Education" in the World Banks understanding is predominantly defined as primary and basic education, whilst subsequent phases of education are recognized as being lower ranking areas. Other international NGOs have earlier revealed a broader understanding and especially UNESCO has placed a scheme of educational areas (CONFINTEA V) on the development policy agenda. The World Bank is detecting a similar strategy, implementing education as being part of the "Millennium Development Goals". The new participatory strategy will encourage the recipient countries to bring in their own reform ideas into the World Bank's Policy. (DIPF/Orig.). |
