| Abstract | There is widespread agreement that participation in learning makes a difference to the economic and social wellbeing of individuals, families, communities and nations. Participation in learning through the life span matters. Yet, despite its clear benefits, active participation in learning remains a minority activity among adults in the United Kingdom, and the more education people had the first time round, the more likely they are to carry on learning as they get older. Much of the focus of public policy in post-compulsory education in the last 20 years has aimed to widen participation and achievement for people who missed out in initial education. For 20 years National Institute of Adult Continuing Education (NIACE) has mapped adult participation in learning each year through large representative sample surveys in order to identify how far these policies are succeeding, who benefits and who is losing out. This article reports on the 2009 NIACE survey which shows that the proportion of adults currently learning (18 per cent) is at its lowest level since the Labour Government was elected in 1997. The 2009 survey suggests that the time has come for the Government to consider the price paid, in England at least, for its skills strategy. (Contains 3 tables and 1 figure.) (ERIC). |
