AbstractSupplemental educational services (SES) is a component of the omnibus Elementary and Secondary Education Act usually referred to as the No Child Left Behind Act (NCLB) of 2001. The law authorizes many programs besides SES, most notably Title I grants targeted to meet the needs of children in high poverty schools. As defined in the non-regulatory guidance issued by the U.S. Department of Education (ED), "Supplemental educational services are additional academic instruction designed to increase the academic achievement of students in schools in need of improvement. These services may include academic assistance such as tutoring, remediation and other educational interventions, provided that such approaches are consistent with the content and instruction used by the local educational agency (LEA) and are aligned with the state's academic content standards. Supplemental educational services must be provided outside of the regular school day" (U. S. Department of Education, June 13, 2005, p.1). State education agencies (SEAs) and LEAs that arrange for SES are required to ensure that students with disabilities eligible under the Individuals with Disabilities Act of 2004 (IDEA) or Section 504 of the Rehabilitation Act receive appropriate supplemental educational services and accommodations in the provision of those services [34 CFR Section 200.46(a)(4) and (5)]. Project Forum surveyed state directors of special education about the inclusion of students with disabilities in SES in their state. This document, prepared by Project Forum at the National Association of State Directors of Special Education (NASDSE) as part of its cooperative agreement with OSEP, includes background on the SES program, a report of the results of the state survey and observations and conclusions. A copy of the final survey is appended. (Contains 2 footnotes.) (ERIC).
