AbstractThe document includes two questionnaire/survey instruments, one completed by 36 pupil appraisal personnel (e.g., psychologists, social workers, physical therapists, nurses) and the other completed by 38 child search coordinators as part of a study designed to evaluate the quality and efficiency of early education programs serving handicapped children (ages 3-5) in Louisiana during 1985-86. Each survey instrument shows the frequency distribution of the responses received and each is accompanied by a narrative developed from interview data. The most prevalent concerns expressed by pupil appraisal personnel related to the need for sound assessment instruments for children in the birth-to-2 and 3-to-5 age groups, and to inadequate training and experience in assessing young children. Concern was also expressed over the requirement to reevaluate children during their fifth year and classify them according to categorical eligibility standards to permit continuation of services. Basic appraisal processes were similar across programs. The roles of child search coordinators were explored, and types of child search activities reported (e.g., public service announcements and pamphlets). Among recommendations by child search coordinators was a program of public information and parent counseling, as well as the establishment of communication lines between local education agencies and other agencies that can provide related services.
