AbstractThe Teacher Preparation Evaluation Program (TPEP) was begun at Western Kentucky University in 1972. The TPEP is a longitudinal follow-up of teacher education graduates to obtain data on selected variables determined from the review of research literature on teacher effectiveness. It is a product centered evaluation system that emphasizes objective and quantifiable data collected from multiple sources. The evaluation begins while the student is still in the preservice program and continues after he or she enters the teaching profession. Data are collected from participants during student teaching and near the end of their first, third, and fifth years of teaching. A description is given of the implementation of the TPEP and of evolutionary changes made in its application. Examples of findings are summarized and interpreted. Included in general comments on the TPEP are the following suggested considerations for a successful evaluation system: (1) it must have the support of the administration of the institution; (2) there must be realistic resources allocated to it and a support system available for it; (3) logistical considerations in designing the system should include sampling procedures and location of students; and (4) cooperation, collaboration, and networking to include consortia arrangements should be considered in conducting evaluation studies.
